Why Will My Xbox 360 Continue to Run but Not Load Completely on Skyrim Game
Are you trying the same save all the time?
I had a similar problem. The game always froze when entering the ratway vaults.
I had to load an earlier save that was made before the freezing started then enter the vaults. Once I entered the vaults with the old save I reloaded the save I was having the freezes with then tried entering the vaults again and this time it worked. It stopped freezing.

No I have tried multiple different saves. You think I need to return it and get a new disc?

Have you tried visiting the same area that causes the freeze with a new character?
Could be the corruption happened long ago so is now in all your saves.
You say you already tried everything else like clearing the cache so returning the disc may be the best option especially if it happens with a new character

This happens on this game as well as the Fallout titles. To fix, do the following.
1. Load up the game and select to start a new game.
2. Let the game start and when you're in the opening cinimatic where you're in the cart being taken to Helgen, as soon as you can, bring up the menu and load your stuck save game from inside your new game.
For some reason, this normally fixes it and the game will load from inside your new game. I believe it's a problem with something that sticks in the games cache (not the consoles) that is cleared by starting a new game. Give it a shot and see if that helps you.

We have been having the same difficulty today when we tried going back to our Lvl 7 character....so, we cleared the cache; downloaded the patch and are now in the process of using this trick... we at least got the game to load...but our saved game was not showing as an option...so we quit, and then tried to upload the saved game - we only have one of the saved games in our list as we deleted the others thinking we didn't need them

Word of warning: NEVER turn off the console without quitting to the main menu. It will corrupt the save and make the game laggy. I fixed it by creating a new save, hitting the wait button to create an autosave over the corrupted file, quitting, and then restarting from the autosave. The game worked fine afterwards. It also helps to not be in action (pulling a bowstring, smithing, shouting, etc.) when you save your game. Also, saving in graphic-intensive environments, such as falmer dungeons, can cause problems. It really comes down to the amount of data your xbox can process at a time. Good luck!

This is good advice for all games. Not just Skyrim.
As most games have some sort of auto-save it would be quite easy to switch off the console while auto saving causing corruption.
With Skyrim there is also the cache and as the game may be constantly writing to the cache, switching off could possibly corrupt the cache which could possibly cause problems

I have had this happen so i just decided my file was corrupt and just started over and thanks for the info darth lama and pix3l83d 3vil
